City Manager
As of July 1, 2004, Thomas Goulden is the City Manager. As the City Manager he is the chief administrative officer for the City and is primarily responsible for coordinating and directing the administrative organization of the City, in accordance with the policies and procedures established by Council.
The Manager ensures that the bylaws and resolutions of Council are implemented and administered by the appropriate City Department. The Manager acts as the chief public relations officer as far as non-elected personnel are concerned, in order to create a favorable climate between City administrations and the community.
The Three Main Departments of the City are as follows:

The Administration Department is responsible for the following:
Finance, Auditing, Assessment, Taxation, Licenses, Grants, Property Sales, Building Permits, City Hall, Police, Fire Department, Emergency Measures Organization, Parking and Traffic Regulations, Public Housing, Insurance and Health and Welfare Services
Assessment
Property tax in Humboldt is determined by the assessed value placed on land and buildings and the millrate as determined by City Council and the Humboldt City School Systems.

The City of Humboldt has implemented a $200 base tax for all improved residential property except for apartments. A $500 minimum tax has also been implemented for commercial property with improvements. Millrates
The mill rates, by type, are presented in the accompanying table for 2004. In 2004 all property owners pay the municipal rate and either the public or separate school millrates.

Tax Installment Payment Plan (TIPPS)
Taxpayers of the City of Humboldt have the opportunity to amortize the payment of property taxes over 12 months through the pre-authorized payment plan. This program is available to taxpayers at no additional cost. The payments are made monthly through automatic withdrawals from your financial institution with no discounts or penalties applied. Water Installment Payment Plan (WIPPS)
Water and Sewer Users also have the opportunity to pay their water bills monthly through a pre-authorized payment plan. This program is available at no additional cost.
