The Works and Utilities Department has three main areas of responsibility: Transportation Division - includes streets and road maintenance, drainage, signage, traffic lights, airport, and equipment maintenance and repair.
Utilities Division - includes water and sewer maintenance, water treatment plant, maintenance of six lift stations and lagoon, and water meters.
Engineering Division - includes engineering services and planning. The basic infrastructure is in place to accommodate the City of Humboldt's existing and future population, residential areas and new developments, and commercial and industrial growth. Fully-treated water is provided to the city by Saskatchewan Water Corporation, which draws the water from the South Saskatchewan River and distributes it to Humboldt and surrounding communities. Sewage treatment is provided by a lagoon system, which has a treatment capacity to a population of 8,000. A water meter deposit is required before water and sewer services can be connected. The meter deposit varies with the size of the meter. Typically, most residents have a 5/8 inch meter and adaptor and the water meter deposit for this size of meter is $140. This deposit is retained until the resident moves out of the city. For those changing addresses within the city there is a $20 transfer fee. Residential water consumption is billed every two months. Commercial water consumption is billed monthly.
